i love buckys short hair because for so long, he grew it out, and most likely not by choice or it was by necessity. under hydra they didnt do it, and then he was on the run or busy with other things like staying under the radar, not dying, and just generally finding himself again and enjoying some damn peace and quiet.
the hair cutting could very well be buckys choice. his own grasp on his life and his body. he didnt have a say in his arm really. hydra put it on, tony blew it off, tchala handed him the new one when he was needed… but the hair…
when a woman has something in her life happen, what does she normally do? like after a break up or to get some control over their own life? they dye/cut their hair.

also i bet those of you crying about the short hair on bucky also were the ones who cried about the destroyer haircut too. its hair. pretty sure it was a wig half the time anyway in like, civil war or IW/endgame so chill and let the man free himself from the wig and use his own hair. you all are too tied up in his looks and dont actually care about his characterization.
