The attack - not only Pahalgam but countless cases of cross border terrorism which average atleast 2 incidents a year weren't "allegedly" from a specific country. Terror groups from within thay country have taken responsibility for most of the attacks including Pahalgam. Military operation has to be proceeded with if the terror harbouring country has been given numerous chances to combat and eliminate the terrorism on their own but have failed to do so over and over again and instead provide increased support.
