Terror groups from within thay country have taken responsibility for most of the attacks including Pahalgam. Military operation has to be proceeded with if the terror harbouring country has been given numerous chances to combat and eliminate the terrorism on their own but have failed to do so over and over again and instead provide increased support. I understand that the Pakistani civilians don't like terrorism as much people think they do, because the rising levels of terrorism has an adverse effect on them as well but their own government and military has to understand this as well and work according to the needs of their people instead of inviting even more trouble.
