Rayquaza's have the ability to shift their scales to match the sky around them, practically making themselves invisible whilst airborne, which makes them notoriously difficult to spot let alone study.
Even during the nesting season where they'll be the lowest to the ground in their entire lives, as in high up in mountain peaks. It is known among Pokémon Professors that to dedicate one's life to studying Rayquaza means to dedicate one's life to eternal waiting and disappointment. One has better chances spotting a Mew in their lifetime than a Rayquaza.

Swablu ride on their parent's back, they find comfort in being carried around.
That being said it's been seen in adult Altaria's also exhibiting this behavior towards people whom they view in a parental matter. There's been many documented cases of captive raised Altaria trying to have their trainers give them 'piggy back' rides (To much failure due to how large Altaria tend to be).
Altaria are known to greatly dislike being ridden, so in cases where Altaria have been seen having someone riding on their back it's likely the Altaria views that person as a 'hatchling' of theirs. But such cases are rare.
