I wouldn't be able to tell you why, but I always thought the delinquents needed some sort of reasonable member, and that member was Hayanari in my head. As I'm writing this I can't recall the details that's supposed to make him unique including the canon lore outside of the fact that he smokes.
The one problem I can name about both the delinquents and Bullies is that none of then are unique. I feel like that's an issue for the "special, not official club" groups, even the student council included.
The student council members have unique animations, unique voice lines, unique appearances, and a dreaded amount of lore hidden away somewhere. The bullies have a lot of thought put into why they're Bullies, unique appearances, but the same functions, reactions, and I think(?) the same voice actor. Meanwhile, the delinquents have the least possible going on for them. The only thing that sets them apart from the other students is their separate functions and voice lines. But design wise, they're so dreadfully similar.
I shouldn't rant here, but I am debating on changing their appearances so that I can make them easier to differentiate. For now, all I can do is add personality traits and emphasize them in how they act.
Back to Hayanari's case, I feel like he'd hate fighting the most. He doesn't want to risk fighting anyone due to his fear of messing something up because he knows how fragile the human body can be.
I also think he'd be the easiest to reform. He KNOWS that this whole delinquent thing is likely bad for his friends' mental health, but he has no idea how to reason with all four of them, especially because he doesn't know what Osoro would think about it. If given the chance, I think he'd partner with Ayano to help his friends out of their toxic mindset.
